Pell Frischmann Appointed to Birmingham City Council £400m Framework

Pell Frischmann is delighted to announce its appointment to Birmingham City Council’s (BCC) £400m Transportation and Infrastructure Professional Services Framework.

Achieving first place on the eight-year framework, we will deliver multidisciplinary design and advisory services across the region. Of the total £400m pipeline, £240m is designated specifically for Birmingham, with the remaining spend available to other public bodies across the Midlands via access agreements.

Other appointed suppliers on the framework include AtkinsRéalis, Jacobs and Mott MacDonald.

Under the framework, we will provide a broad range of specialist services to support Birmingham’s transport and infrastructure ambitions. This includes urban mobility and transport planning, helping shape sustainable transport strategies and integrated mobility plans that meet the needs of growing communities.

Highways engineering and infrastructure design will form a key part of the commission, encompassing safer road layouts, major junction improvements and new transport links that support future growth. We also look forward to contributing to active travel and sustainable transport initiatives, including walking and cycling infrastructure and public transport enhancements, supporting Birmingham’s commitment to healthier and lower-carbon travel choices.

In order to deliver this work, we are leading One Team, an alliance in partnership with WSP, Matchtech, and a network of specialist SMEs. This model combines national, international and niche expertise with locally based staff who understand Birmingham City Council’s context, stakeholders and governance. The alliance offers unparalleled flexibility and resilience, allowing the team to scale resources rapidly as priorities evolve. Working to shared Performance Commitments, the One Team approach ensures innovation, continuous improvement, and exceptional value for money.

Through the One Team network, we are committed to strengthening local supply chains and promoting SME collaboration. The framework will also act as a vehicle for significant social value, driving local employment, skills development, and community investment across the Midlands.

On being selected for the framework, Sector Director for Urban Mobility, Himanshu Budhiraja said:

“This framework appointment reinforces Pell Frischmann’s commitment to supporting Birmingham’s long-term development, and we look forward to working closely with Birmingham City Council to deliver high-quality, efficient and sustainable infrastructure projects over the coming years.”
