The Office

Our Birmingham office now employs more than 30 people and is currently working on some of the company’s key commissions. 

Qatar Petroleum is developing a masterplan for Mesaieed Industrial City (MIC) for the next 25 to 30 years. The plan includes expansion of the residential and industrial areas, as well as creation of other service facilities. Pell Frishmann has been commissioned by the QP to develop a strategic model of Mesaieed in order to assess the feasibility and the suitability of the proposed development options. MIC is located approximately 40-45 km to the south of the capital Doha. However, the study area defined for Mesaieed Industrial City is a 58,242 hectare (582 km2) tract that stretches inland from the coast along Arabian Gulf.

We are also dealing with all aspects of traffic and transportation, site access and offsite highways from feasibility stage and design, to supervision of works for the i54 Strategic Employment Area in Wolverhampton. This 96 hectare business park development, on a brownfield site, will have its own motorway junction to the M54.

 

The Opportunities

Associate Highways Engineer

Main Purpose of the Job

We are currently seeking to recruit an enthusiastic and experienced Associate to manage an existing team in our Birmingham office and grow our existing Highways design capabilities. Work includes feasibility through to construction for all elements of highway design including bridges, along with various other civil structures projects for a variety of client. The role requires both management and expert technical leadership. The Birmingham Office has been successful in winning large multi-disciplinary long term frameworks and alliances. This coupled with the large multi-disciplinary projects currently being designed will provide a satisfying and rewarding opportunity to shape and grow a developing team of highly motivated engineers.

Main Duties and Responsibilities;

· Experience of Major Projects Management leading design teams and managing resources effectively.

· Extensive experience of leading civil engineering, or multi-discipline, projects with a client facing and work winning role at Project Manager/Director level.

· Ensuring the preparation of highway designs and specifications are of a high quality.

· Chairing client and consultation project meetings

· Over-seeing the preparation/preparing technical reports, fee proposals, bids, budgets, resource levels and all associated HSE, CDM and QA aspects

· Winning new work through consolidating existing client relationships and new clients.

· Responsibility for ensuring all projects are completed in a timely and cost effective way and ensuring the Job Financial Summary is regularly updated and correct.

· Providing expert technical guidance to others

· Reporting as necessary on projects and progress

· Working with both public and private sector clients on projects

· Mentoring Engineers

Qualifications

· Must have a Civil Engineering Degree or a relevant discipline 

· Ideally you will be Chartered MICE or MCIHT

Experience

· Previous Highways design experience at Principal level or above

· Detailed understanding of major highways and infrastructure schemes  using Design Manual for Bridges, British Standards and other codes

· Ideally with have previous experience of an engineering consultancy

Skills

· Strong analytical, critical thinking and organisational skills

· Be able to work well in teams and provide efficient direction to other team members.

· Ideally will have experience of BIM, and highway design software

Principle/Associate Transport Planner

Main Purpose of the Job

We are looking for a Principal/Associate Transport Modeller to join a growing team to develop and deliver projects for local and regional public and private sector clients including Highways England, Network Rail, Local Authority Clients, Transport for West Midlands, Homes and Communities Agency and the Department for Transport. You will be responsible for development and delivery of transport and economic modelling aspects for a range of medium to multi-disciplinary projects.

 

 

Main Duties and Responsibilities

·        To develop and manage projects across a wide range of transport modelling areas including strategic modelling, micro-simulation modelling and junction operational modelling with the aim to inform transport policy and strategy, scheme appraisal and business cases and evaluation;

·        Be responsible for teams delivering high quality technical work and for developing staff skills through on the job training and mentoring;

·        To manage and support bidding for new opportunities;

·        Input to transport planning, strategy, business case, and research projects, and multi-disciplinary projects for a variety of project types, sizes and client types;

·        Prepare technical reports, strategy’s and transport solutions;

·        Liaise with clients and local / national authorities;

·        Resolve problems or issues to support the delivery of projects or design objectives;

·        Ensure compliance with relevant health and safety legislation in working practices;

 

Essential Experience

·        A minimum of 8+ years of Transport Modelling/Planning experience (the level of experience will determine what level you come in as);

·        Good understanding of the Department for Transport WebTag process and appraisal methodologies;

·        Experience in leading, managing and delivering modelling projects/modelling inputs into multi-disciplinary projects;

·        Proficiency in transport modelling with experience in microsimulation using VISSIM (including VISVAP) / PARAMICS including model development, calibration, validation and forecasting;

·        Experience/knowledge of Strategic Modelling (VISUM/SATURN);

·        Experience in economic modelling using WebTAG guidance and TUBA;

·        Experience in contributing to WebTAG Compliant Business Cases;

·        Demonstrable track record in winning and delivering projects;

·        A proven ability to build client relationships;

·        Develop, manage, train and mentor a team of skilled individuals; and

·        Efficient communication skills, excellent level of written and spoken English;

Preferred Experience

·        Proficiency in Strategic Modelling (VISUM/SATURN);

·        Proficiency in other transport modelling including LINSIG, ARCADY and PICADY;

·        Experience in appraisal of Wider Economic Benefits using WebTag Guidance;

Principal Designer-CDM

 Responsibilities:

  • To ensure that Pell Frischmann meet their duties as Principal Designer under CDM2015 to our client Midland Metro Alliance
  • To provide Health & Safety advice to all Dutyholders on Midland Metro Alliance projects
  • Understand relevant Standards, Codes of Practice, Health & Safety legislation and current design methods and provide technical support to Midland Metro Alliance design members to meet their duties under CDM.

Main Duties:

  • To ensure that Pell Frischmann in their role as Principal Designer to the Midland Metro Alliance undertake duties as required by the CDM 2015 regulations with respect to all projects carried out by the Midland Metro Alliance. These duties for each project include
  • Plan, manage, monitor and coordinate matters relating to health and safety to ensure that, so far as is reasonably practicable, the project is carried out without risks to health or safety
  • Ensure all designers comply with Regulation 9 - which lays out the duties of designers
  • Ensure all persons cooperate with client, principal designer and each other.
  • Prepare, update and revise H&S files and pass files to the Client
  • Assist client in provision of pre-construction information and provide information to all who need it
  • PD assist PC to prepare construction phase plan by providing information
  • Liaise with PC re information
  • Understand relevant Standards, Codes of Practice, Health & Safety legislation and current design methods and provide technical support to Midland Metro Alliance team members to meet their duties under CDM. This may include the following additional services
  • Advising the Client on the H&S arrangements for managing a project including appointing other duty holders and the allocation of sufficient time and resources.
  • Assist the Client so that H&S arrangements are maintained/reviewed throughout each project.
  • Notify projects to the HSE (F10), ensure that notifications are provided to the Principal Contractor to display on site and are updated as required, liaising with the Client and other duty holders throughout the process
  • Assess the Construction Phase Plan prepared by the Principal Contractor and confirm to the Client that it is suitable and sufficient before work begins including any subsequent updates as agreed with the Client.
  • Provide assurance to the Client that welfare facilities are suitable within the construction phase plan and are provided before construction work commences.
  • Take reasonable steps to advise the Client that the Principal Contractor undertakes their CDM duties, including updates of the Construction Phase Plan.
  • Assist the Client with ensuring that designers undertake duties under CDM 2015 for designs undertaken outside Great Britain (GB) for construction work within GB.
